A bold plan to build the infrastructure, constitutional foundations, and economic freedom that will define Western Canada for generations
“The West has built this country. Prosperity will be delivered. The Western Alliance is my commitment to BC, Alberta, and Saskatchewan. Together, we will build what Ottawa never could.”
— Kerry-Lynne Findlay, BC Conservative Leadership Candidate
1. Build Corridors for a New Western Century
BC, Alberta, and Saskatchewan will form a unified Western Alliance to build the energy corridors, roads, railways, and ports to drive high economic growth. Together we will construct new pipelines, refineries, and electrical transmission lines connecting Western resources to Pacific markets; end interprovincial trade barriers, upgrade the Trans-Canada Highway from Regina to Vancouver to a G7-standard, US-style interstate freeway system; double the lanes of the Trans-Canada Highway from Hope to Abbotsford; double rail track capacity in partnership with CPKC Rail and CN Rail to double exports; double port capacity at Vancouver, Prince Rupert, and Kitimat. This is nation-building — Western-style, Western-led, and Western-funded.
2. Western Alliance in Confederation Will Push For Constitutional Reform
Three provinces speaking with one voice changes the conversation in Ottawa. The Western Alliance will use its combined political clout to push for constitutional reform where needed — including a Section 43 amendment to entrench private property rights as paramount in BC law. This will provide lasting certainty for landowners, farmers, resource developers, and communities, and will put to rest the legal uncertainty created by DRIPA (which will be repealed), the Cowichan decision, and government indifference.
3. Restore Freedom from Big Government
A Findlay government will repeal the oppressive Health Professions and Occupations Act, reverse the NDP’s overreaching Legal Professions Act changes, and move to abolish ICBC no-fault insurance — returning choice, accountability, and fairness to British Columbians. SOGI will be gone from our schools. Government’s job is to serve the people, not to control them. Government will get out of the way and let British Columbians live, work, and build their lives on their own terms. We will also stop the exodus of talented businesses and professionals from BC. Health professionals fired because of the COVID mandates or opposition to the HPOA will be hired back. Freedom is non-negotiable.
4. Unleash BC’s Mining Potential With a One-Stop Permitting Revolution
BC sits atop some of the richest mineral deposits on earth — yet the NDP’s bureaucratic permitting maze has driven investment elsewhere. A Findlay government will establish a single one-stop shop for mining permits. Critically, if government fails to render a decision within one year, the permit is deemed approved and stays with the miner. We will not let red tape stand between BC, the resource revenues our province deserves, and prosperity for all British Columbians.
5. Fund Health Care, Infrastructure and Lower Taxes with the Prosperity We Create
The Western Alliance agenda is not just an economic plan — it is the foundation for a stronger, fairer BC. Restoring investor confidence, certainty, unleashing resource revenues, cutting red tape, lower taxes, and building world-class infrastructure such as the road expansion British Columbians have been promised for decades. This will generate the revenues and high-paying jobs needed to sustainably fund health care, deliver social programs, tackle mental illness and restore autism funding. Prosperity is not an alternative to compassion — it is what makes compassion possible. Prosperity restores hope.
